Governor Appoints New Directors to the Authority’s Board

September 2, 2024 – Pennsylvania Governor Josh Shapiro appointed three members to serve on the Pennsylvania Auto Theft Prevention Authority’s (ATPA) board of directors. The appointees have extensive experience in law enforcement or the insurance industry and will serve multi-year terms. James Bonetti, senior investigator with Erie Insurance, will serve a term into 2028. He brings more than 30 years of experience with civil and criminal investigations, undercover operations, and fraud.

Scott L. Bohn, executive director of the PA Chiefs of Police Association, will serve a term into 2027. Bohn, also the former chief of police for the West Chester Police Department for two decades, is an experienced law enforcement executive with more than 35 years of experience.

Ted Leonard, executive director of the Pennsylvania AAA Federation for 31 years, will serve a term into 2027. Prior to his two decades with AAA, Leonard retired from the United States Navy having served for more than 20 years.

“We are fortunate to have a wealth of leadership from both the industry and real-world experience,” said ATPA Executive Director Steven Wheeler. “Under this guidance, the Commonwealth continues to be a leader among states related to vehicle crime prevention, detection, and prosecution.”

Created in 1994 by the state General Assembly, the Pennsylvania Auto Theft Prevention Authority provides grants statewide to law enforcement agencies with the goal of reducing auto theft. Since inception, vehicle theft rates in Pennsylvania have decreased 37 percent and ATPA grantees have recovered more than $900 million in stolen vehicles and parts.
